In its Portuguese-language terms of service, OKX identifies OKX Servicos Digitais Ltda. as the contracting party for users resident in Brazil who registered from 15 June 2023, described as a Brazilian limited liability company.
That settles a question global exchanges usually leave open: if something goes wrong, who is on the other side of the agreement. It is concrete and useful. But it answers the contract question, not the authorisation question — our canonical record says plainly that naming the entity in the terms does not establish Central Bank approval.
Reserves: what OKX publishes each month
The proof-of-reserves page states that OKX keeps a one-to-one reserve of account assets and commits to monthly reports. The same page carries a caveat worth reading: some assets or products shown may not be available in every jurisdiction.

The Brazilian rule, in one sentence
Law 14.478 says virtual-asset service providers may only operate in Brazil with prior authorisation from a federal public administration body, and a 2023 decree gave the Banco Central do Brasil the power to regulate, authorise and supervise them.
